Digitalization Expert

About the role

NTU International is seeking a Digitalization Expert to provide technical assistance for EU‑funded programmes in Papua New Guinea and the wider Pacific region. The expert will support the design, implementation and evaluation of digital transformation, e‑government and ICT initiatives across development cooperation projects.

Key responsibilities

• Deliver technical assistance on digital transformation, digital connectivity, e‑government and digital public services.
• Develop and draft high‑quality reports, policy documents and programme guidelines.
• Support monitoring, review and evaluation of EU development cooperation operations.
• Facilitate coordination with partner‑country institutions, stakeholders and multidisciplinary teams.
• Conduct digital capacity assessments and provide training or capacity‑building activities.

Required profile

• University degree (preferably postgraduate) in ICT, computer science, digital transformation, telecommunications, engineering, public administration or related field.
• Minimum 6 years of professional experience in digitalisation, ICT or related fields within developing countries.
• Proven ability to work independently and in multicultural teams, with excellent written and oral communication skills.
• Willingness and ability to travel internationally and to remote areas as required.

Required skills

• Strong knowledge of digital transformation strategies and programmes.
• Experience with e‑government, digital public services and ICT policy development.
• Understanding of digital connectivity, telecommunications, digital infrastructure and data management.
• Familiarity with digital inclusion, digital literacy and capacity‑building approaches.
