Digitalization Expert – Non-Key Consultant for Pacific Projects

About the role

NTU International seeks a seasoned Digitalization Expert to provide technical assistance for EU‑funded programmes across Papua New Guinea and the wider Pacific region. The assignment runs for 36 months starting 1 February 2027 and focuses on supporting digital transformation, e‑government and ICT development within development cooperation operations.

Key responsibilities

• Deliver technical support for digital transformation strategies, digital connectivity and e‑government initiatives.
• Conduct institutional digital capacity assessments and design capacity‑building activities.
• Prepare high‑quality reports, policy briefs and monitoring/evaluation documents for the EU Delegation.
• Coordinate with partner‑country institutions, stakeholders and multidisciplinary teams.
• Travel to remote locations in Papua New Guinea, other Pacific islands and, when required, Timor‑Leste.

Required profile

• University degree (post‑graduate preferred) in ICT, computer science, engineering, public administration or related field.
• Minimum six years of professional experience in digitalisation, ICT policy, or e‑government work in developing countries.
• Excellent written and oral communication skills, with ability to produce culturally sensitive documentation.
• Proven ability to work independently within multicultural teams.
• Willingness and ability to travel internationally and to remote areas.
