Digitalization Expert – Non-Key Expert for EU Pacific Project

About the role

NTU International is seeking a Digitalization Expert to provide technical assistance for an EU‑funded cooperation facility supporting Papua New Guinea and other Pacific Island countries. The expert will work on the design, implementation and evaluation of digital transformation initiatives across development cooperation programmes.

Key responsibilities

• Support the EU Delegation in programming, implementing, monitoring and evaluating digitalisation and ICT programmes.
• Develop and advise on digital transformation strategies, e‑government services and digital public service delivery.
• Provide expertise on ICT policy, regulation, digital connectivity, telecommunications and digital infrastructure.
• Assess institutional digital capacity and deliver capacity‑building activities.
• Guide the design of digital platforms, interoperability frameworks and data‑management solutions.
• Promote digital inclusion, digital literacy and the integration of digital solutions in public administration.
• Travel to Papua New Guinea, other Pacific locations and, as needed, Timor‑Leste to conduct missions and stakeholder engagement.

Required profile

• University degree (post‑graduate preferred) in ICT, computer science, information systems, digital transformation, telecommunications, engineering, public administration or related field.
• Minimum 6 years of professional experience in digitalisation, ICT or related fields within developing countries.
• Excellent written and oral communication skills, with ability to produce high‑quality reports in multicultural contexts.
• Strong knowledge of digital transformation, preferably in the Pacific region.
• Ability to work independently and within multidisciplinary, multicultural teams.
• Willingness to travel internationally and to remote areas.
