Rule of Law Expert – Technical Assistance for Pacific Projects

About the role

NTU International is seeking a qualified Rule of Law Expert to provide technical assistance for the EU‑funded “Technical Assistance for Support Measures – Cooperation Facility for Papua New Guinea and the Pacific Island Countries” project. The assignment runs for 36 months starting 1 February 2027, primarily based in Papua New Guinea with occasional missions across the Pacific region.

Key responsibilities

• Support the EU Delegation in programming, implementing, monitoring, reviewing and evaluating rule of law and justice sector initiatives.
• Provide expert advice on justice sector reform, access to justice, institutional strengthening and good governance.
• Facilitate coordination and dialogue with ministries, judicial institutions, civil society and other stakeholders.
• Draft high‑quality reports, policy documents and strategic plans tailored to the Pacific context.
• Travel to remote areas as required to conduct assessments and capacity‑building activities.

Required profile

• University degree (preferably postgraduate) in law, human rights, political science, public administration, governance or a related field.
• Minimum 6 years of professional experience in rule of law, justice sector reform or governance in developing countries.
• Strong knowledge of legal and institutional frameworks, preferably with experience in Papua New Guinea or the Pacific region.
• Proven ability to work independently within multidisciplinary, multicultural teams.
• Excellent written and oral communication skills, with sensitivity to cultural contexts.
