Technical Lead & Drafter for PNG National Action Plan on Women, Peace & Security

About the role

UN Women is seeking a National Consultant to serve as the Technical Lead and principal drafter of Papua New Guinea's first National Action Plan on Women, Peace and Security (NAP WPS). The consultant will translate government‑identified priorities, evidence and stakeholder inputs into a coherent, results‑based national framework.

Key responsibilities

• Conduct a desk review and synthesis of national, regional and global WPS frameworks, policies, strategies and evidence.
• Refine, with government and UN Women, the structure and annotated outline of the NAP WPS.
• Draft successive versions of the NAP WPS, integrating workshop outputs, stakeholder feedback and technical inputs.
• Coordinate closely with the government‑led inter‑departmental drafting mechanism and UN Women PNG.
• Ensure technical quality, consistency and alignment with monitoring, results‑based management and costing frameworks.

Required profile

• Strong knowledge of Women, Peace and Security (WPS) issues and the Papua New Guinea context.
• Demonstrated experience in policy drafting, national action plan development or similar consultancy work.
• Ability to work collaboratively with government officials, civil society and UN partners.
• Excellent analytical, writing and communication skills.
