Access to Justice Consultant – Gender-Based Violence Referral Pathways

About the role

UN Women is seeking an experienced Access to Justice Consultant to support the EU‑GBV Referral Pathways Programme in Papua New Guinea. The consultant will work closely with UN Women, UNFPA and UNOPS to strengthen legal and protection mechanisms for survivors of gender‑based violence (GBV) and sorcery‑accusation‑related violence (SARV) across target provinces.

Key responsibilities

• Analyse existing justice and protection systems and identify gaps affecting GBV survivors.
• Develop and pilot referral pathway models that link community, health, police and judicial actors.
• Provide technical assistance to local authorities and NGOs on case management, evidence collection and survivor‑centred approaches.
• Support the design of training modules for justice sector actors and community leaders.
• Contribute to monitoring, evaluation and reporting on programme impact.

Required profile

• Advanced degree in law, human rights, gender studies or related field.
• Minimum 5 years experience working on GBV, justice access or similar programmes in low‑resource settings.
• Demonstrated knowledge of PNG legal framework and international GBV standards.
• Strong analytical, report writing and stakeholder engagement skills.
