Chief Technical Specialist

About the role

The United Nations Development Programme (UNDP) is seeking a Chief Technical Specialist to lead the implementation of the project “Accelerating PNG's Sustainable Blue Economy through Strengthened Governance and Investment in Marine Areas.” This senior position will provide strategic technical guidance to safeguard marine biodiversity and promote sustainable economic growth in Papua New Guinea.

Key responsibilities

• Lead the design, planning, and execution of technical components of the blue‑economy project.
• Provide expert advice on marine ecosystem assessment, governance frameworks, and investment strategies.
• Coordinate with UNDP, UNCDF, UNV, and partner agencies to ensure alignment with GEF grant requirements.
• Oversee monitoring, evaluation, and results‑management processes for project outcomes.
• Facilitate capacity‑building activities for national stakeholders and local communities.

Required profile

• Advanced university degree in marine science, environmental management, or a related field.
• Extensive experience in managing international development projects, preferably within the UN system or GEF‑funded programmes.
• Proven track record in marine biodiversity conservation, blue‑economy initiatives, and governance reform.
