Deputy Director Development Priorities – TVET Programme

About the role

The Deputy Director Development Priorities will lead key programmatic areas of the Strongim Wok Long TVET (SWLT) initiative, supporting grants management, public diplomacy, communications, and gender, disability and social inclusion (GEDSI). Reporting to the Program Director, the role also provides technical leadership for the monitoring, evaluation and learning (MEL) framework.

Key responsibilities

• Act as senior operational advisor to the Program Director, contributing to strategic decisions and annual planning.
• Represent SWLT at high‑level meetings, forums and technical discussions, articulating programme objectives and outcomes.
• Lead the design and implementation of grants, public diplomacy, communications and GEDSI components.
• Oversee the MEL framework, ensuring robust data collection, analysis and learning loops.
• Deputise for the Program Director as required, ensuring continuity of programme governance.
• Foster a culture of learning, localisation and continuous improvement across the programme.

Required profile

• Extensive experience in international development programme management, preferably in TVET or education sectors.
• Proven ability to work with government agencies and multi‑stakeholder partnerships.
• Strong understanding of gender equality, disability inclusion and social inclusion principles.
• Demonstrated experience in monitoring, evaluation and learning frameworks.
• Excellent communication and diplomatic skills for high‑level representation.
