Digitalization Expert – EU Technical Assistance (Papua New Guinea)

About the role

NTU International is seeking a Digitalization Expert to support EU‑funded technical assistance programmes in Papua New Guinea and the wider Pacific region. The assignment runs for 36 months starting 1 February 2027 and focuses on digital transformation, e‑government and ICT development within development cooperation projects.

Key responsibilities

• Provide technical assistance on digital transformation strategies, digital connectivity and e‑government services.
• Support the design, implementation, monitoring and evaluation of ICT‑related programmes.
• Conduct institutional digital capacity assessments and deliver capacity‑building activities.
• Draft high‑quality reports, policy documents and project proposals for the EU Delegation.
• Coordinate with partner‑country institutions, stakeholders and regional teams, including travel to remote sites as required.

Required profile

• University degree (post‑graduate preferred) in ICT, computer science, information systems, public administration or a related field.
• Minimum 6 years of professional experience in digitalisation, ICT policy, or e‑government in developing countries.
• Excellent written and oral communication skills, with the ability to produce culturally‑sensitive documentation.
• Proven ability to work independently and within multidisciplinary, multicultural teams.
• Willingness to travel internationally and locally, including to remote areas.
