Law and Justice Adviser – Autonomous Region of Bougainville

About the role

The Law and Justice Adviser will provide strategic, policy, legal and institutional development advice to the Autonomous Region of Bougainville (ARoB) and its law and justice sector. Working closely with the ABG Department of Justice and Legal Services, the Bougainville Law and Justice Coordinating Mechanism, and DFAT‑funded partners, the Adviser will support the Shaping Bougainville Justice (SBJ) reform agenda.

Key responsibilities

• Advise on the design and implementation of policy, legislative and institutional reforms for Bougainville’s justice system.
• Support the transition of justice institutions and functions to ARoB, ensuring alignment with constitutional and social contexts.
• Facilitate coordination among ABG, GoPNG agencies, and APLJ partners to translate reforms into operational services.
• Provide technical input for drafting legislation, regulations and institutional frameworks.
• Monitor progress of reform activities and produce analytical reports for stakeholders.

Required profile

• Advanced degree in law, public policy, or a related field.
• Significant experience advising on justice sector reforms in complex, multi‑stakeholder environments.
• Demonstrated understanding of PNG and Bougainville legal and institutional contexts.
• Strong analytical, drafting and stakeholder‑engagement skills.
