MEAL Manager – Monitoring, Evaluation, Accountability and Learning

About the role

The Monitoring, Evaluation, Accountability and Learning (MEAL) Manager provides strategic leadership and technical oversight for MEAL activities across ChildFund PNG’s portfolio. Reporting to the Country Director, the role ensures robust data systems, high‑quality evaluations, and a culture of evidence‑based programming.

Key responsibilities

• Design, implement and continuously improve organisational MEAL strategies, frameworks, standards, tools and procedures.
• Lead development of programme monitoring frameworks, performance measurement systems and indicator tracking mechanisms.
• Ensure all projects have quality logframes, theories of change, results frameworks and monitoring plans.
• Oversee data management, analysis and reporting to support decision‑making and donor compliance.
• Manage MEAL team members including MEL Officers, Data Management Officers and Information Management Officers.
• Strengthen organisational capacity in results‑based management and adaptive programming.

Required profile

• Proven experience providing strategic leadership for monitoring, evaluation, accountability and learning in the development or humanitarian sector.
• Demonstrated ability to develop and implement MEAL systems and frameworks.
• Experience managing multidisciplinary teams and coordinating external consultants.
• Strong analytical skills to translate data into actionable insights for senior management.
