MERLA Advisor – Bougainville Partnership

About the role

The Monitoring, Evaluation, Reporting, Learning & Adapting (MERLA) Advisor will support the Bougainville Partnership’s strategic priorities, expenditure reporting and communications. Reporting to the Director, Bougainville and the APSP Performance & Learning Lead, the role ensures high‑quality MERLA and communication services that meet accountability and learning needs.

Key responsibilities

• Implement the Bougainville Partnership’s MERLA Framework, including design, monitoring tools, surveys, dashboards and data management processes.
• Provide technical guidance on MIS (DevResults), quality‑assure the DevResults dashboard and ensure compatibility with APSP‑wide systems.
• Lead capacity‑building activities for BP team members and ABG counterparts on MERLA methodologies.
• Coordinate with the Communications Manager to produce public‑diplomacy content, factsheets, social media and audio‑visual materials.
• Organise annual review and reflection exercises, update the Theory of Change and drive adaptive management.
• Travel quarterly to the BP office in Arawa to work directly with MERLA team members and provide surge support as needed.

• Proven experience delivering MERLA technical services in development programmes.
