MERLA Advisor for Bougainville Partnership (BP-APSP)

About the role

The Monitoring, Evaluation, Reporting, Learning & Adapting (MERLA) Advisor will support the Bougainville Partnership (BP) in delivering high‑quality MERLA services and communications. Reporting to the Director, Bougainville and the APSP Performance & Learning Lead, the Advisor will ensure the partnership meets its accountability, learning and gender‑equality objectives throughout the 2026‑2030 phase.

Key responsibilities

• Implement the Bougainville Partnership MERLA Framework, including monitoring tools, surveys, baseline assessments and data‑management processes.
• Manage the MIS (DevResults) system, ensure quality assurance, and maintain the BP DevResults dashboard.
• Provide technical support for MERLA planning, reporting, value‑for‑money analysis and adaptive management activities.
• Lead capacity‑building workshops for BP team members and ABG counterparts on MERLA tools and practices.
• Collaborate with the APSP Communications Manager on strategic communications and public‑diplomacy products.

Required profile

• Demonstrated commitment to gender equality and GEDSI objectives.
• Proven ability to work with international and local stakeholders, including government and development partners.

Required skills

• Experience with the DevResults monitoring information system.
• Strong data‑management and survey‑design capabilities.
