Monitoring, Evaluation, Reporting, Learning & Adapting (MERLA) Advisor

About the role

The Monitoring, Evaluation, Reporting, Learning & Adapting (MERLA) Advisor will support the Bougainville Partnership by delivering high‑quality MERLA and communications services. Reporting to the Director, Bougainville and the APSP Performance & Learning Lead, the Advisor will ensure the partnership meets its accountability, learning and communication requirements while championing gender equality.

Key responsibilities

• Implement the Bougainville Partnership’s MERLA framework, including monitoring tools, reporting formats, surveys and data management processes.
• Manage the MIS (DevResults) system, ensure quality assurance, and maintain the BP DevResults dashboard.
• Conduct baseline assessments and periodic beneficiary surveys to provide objective evidence of progress and constraints.
• Develop and deliver MERLA capacity‑building workshops for BP team members and ABG counterparts.
• Coordinate with the APSP Communications Manager to produce public‑diplomacy content, factsheets, social‑media and audio‑visual materials.
• Lead annual review and reflection exercises, update the MERLA framework and theory of change, and support adaptive management.
