Non-Key Expert – Trade & Business Climate (Consultancy)

About the role

NTU International is seeking a Non‑Key Expert in Trade & Business Climate to support the EU‑funded “Technical Assistance for Support Measures – Cooperation Facility for Papua New Guinea and the Pacific Island Countries”. The expert will work from Papua New Guinea, providing technical assistance for trade development, investment climate reforms and regional economic integration over a 36‑month contract starting 1 February 2027.

Key responsibilities

• Provide technical assistance to the EU Delegation for programming, implementation, monitoring and evaluation of EU development cooperation operations.
• Support trade policy design, trade facilitation, market‑access strategies and value‑chain analysis.
• Advise on business‑environment and investment‑climate reforms, including SME and entrepreneurship development.
• Facilitate public‑private dialogue, stakeholder engagement and capacity‑building activities with partner‑country institutions.
• Contribute to regional economic integration initiatives and investment promotion efforts.

Required profile

• University degree (preferably postgraduate) in economics, international trade, development economics, public policy or a related field.
• Minimum six years of professional experience in developing‑country contexts, focusing on trade, business climate or private‑sector development.
• Demonstrated ability to produce high‑quality reports and communicate effectively in multicultural settings.
• Willingness to travel internationally and to remote locations within the Pacific region.

Required skills

• Expertise in business‑environment reforms, investment‑climate analysis and SME development.
