Rule of Law Expert – Non-Key Consultant

About the role

NTU International seeks a seasoned Rule of Law expert to provide technical assistance for the EU‑funded “Technical Assistance for Support Measures – Cooperation Facility for Papua New Guinea and the Pacific Island Countries” project. The assignment runs for 36 months starting 1 February 2027, primarily based in Papua New Guinea with occasional missions across the Pacific region.

Key responsibilities

• Deliver technical support to the EU Delegation for programming, implementation, monitoring, review and evaluation of EU development cooperation operations.
• Assist in rule of law, justice sector reform, access to justice, institutional strengthening and good governance initiatives.
• Facilitate coordination and dialogue with partner‑country institutions, ministries, judicial bodies and civil‑society stakeholders.
• Prepare high‑quality reports, policy documents and strategic recommendations.
• Travel internationally and to remote areas as required.

Required profile

• University degree (preferably postgraduate) in law, human rights, political science, public administration, governance, international relations or a related field.
• Minimum 6 years of professional experience in developing countries on rule of law, justice sector reform, legal and institutional reform or governance.
• Proven ability to work independently and within multidisciplinary, multicultural teams.
• Excellent written and oral communication skills, with experience drafting high‑quality documents in culturally sensitive contexts.

Required skills

• Strong knowledge of rule of law frameworks, justice sector reform and legal‑institutional structures, preferably in PNG and the Pacific.
• Expertise in policy analysis, legal drafting and program monitoring.
