Rule of Law Expert – Technical Assistance for Pacific Projects

About the role

NTU International seeks a seasoned Rule of Law Expert to provide technical assistance for EU‑funded programmes across Papua New Guinea and the wider Pacific region. The assignment supports the EU Delegation in programming, implementation, monitoring, review and evaluation of development cooperation operations.

Key responsibilities

• Deliver technical assistance on rule of law, justice sector reform, access to justice and institutional strengthening.
• Support the design, implementation, monitoring and evaluation of EU‑funded projects.
• Facilitate coordination and dialogue with partner‑country ministries, judicial bodies, civil society and other stakeholders.
• Prepare high‑quality reports, policy briefs and strategic documents.
• Travel to remote locations within Papua New Guinea, other Pacific islands and, as needed, Timor‑Leste.

Required profile

• University degree (preferably postgraduate) in law, human rights, political science, public administration, governance or a related field.
• Minimum 6 years of professional experience in developing‑country contexts focusing on rule of law, justice sector reform or governance.
• Proven ability to work independently and within multicultural, multidisciplinary teams.
• Excellent written and oral communication skills, with sensitivity to cultural contexts.
• Willingness and ability to travel internationally and to remote areas.
