Technical Lead & Drafter for PNG National Action Plan on WPS

About the role

UN Women is seeking a National Consultant to serve as Technical Lead and principal drafter of Papua New Guinea's first National Action Plan on Women, Peace and Security (NAP WPS). The consultant will translate government‑identified priorities, evidence and stakeholder inputs into a coherent, results‑based national framework.

Key responsibilities

• Conduct a desk review and synthesis of national, regional and global WPS frameworks, policies, strategies and evidence.
• Refine, with Government and UN Women, the structure and annotated outline of the NAP WPS.
• Draft successive versions of the NAP WPS, integrating workshop outputs, monitoring and results‑based management inputs.
• Coordinate closely with the Government‑led inter‑departmental drafting mechanism and UN Women PNG technical teams.
• Ensure technical quality, coherence and alignment with the National WPS Summit Outcome Document.

Required profile

• Strong knowledge of Women, Peace and Security (WPS) issues and the Papua New Guinea context.
• Proven experience in policy drafting, strategic planning or similar consultancy work.
• Ability to work under the guidance of UN Women Country Representative and collaborate with multiple stakeholders.
• Excellent analytical and writing skills, with attention to detail.
