Transport Expert – Non-Key Expert (Consultant)

About the role

NTU International is seeking a Transport Expert to act as a Non‑Key Expert for an EU‑funded technical assistance programme supporting Papua New Guinea and other Pacific Island countries. The consultant will provide high‑level advice on transport infrastructure, sustainable mobility, and climate‑resilient transport solutions.

Key responsibilities

• Support the EU Delegation in programming, implementation, monitoring and evaluation of transport‑related development projects.
• Conduct feasibility studies and prepare project documentation for roads, bridges, ports, and airport infrastructure.
• Provide technical input on rural and urban mobility, freight logistics and multimodal connectivity.
• Assist in developing transport policies, regulations and institutional strengthening measures.
• Contribute to climate‑resilient and low‑carbon transport strategies and disaster risk reduction plans.

Required profile

• University degree (post‑graduate preferred) in transport engineering, civil engineering, transport planning or a related field.
• Minimum 6 years of professional experience in transport or infrastructure projects in developing countries.
• Demonstrated experience in the Pacific region, preferably Papua New Guinea, or other similar contexts.
• Excellent written and oral communication skills, with ability to produce high‑quality reports.
• Willingness to travel internationally and to remote locations as required.
