Asset Management Policy & Strategy Adviser for Airports

About the role

The Asset Management Policy and Strategy Adviser will lead the development of an Asset Management Policy and Strategy for the Papua New Guinea National Airports Corporation. Working under the TSSP3 Project Manager, the adviser will provide a practical framework for managing, maintaining and planning airport infrastructure assets across the organisation.

Key responsibilities

• Lead the creation of board‑ready Asset Management Policy and Strategy documents covering airfields, terminals, utilities, security systems and equipment.
• Establish a resourced pathway for integrating the TechnologyOne Asset Management module with a future airside pavement management system.
• Conduct a minimum of three in‑country visits, including visits to airports in each of NAC’s three hub tiers.
• Connect asset decisions to funding realities through capital planning, revenue and donor financing considerations.

Required profile

• Proven authorship of Asset Management Strategies or Strategic Asset Management Plans for asset‑intensive organisations, engaging senior decision‑makers.
• Familiarity with ISO 55001:2024 as a governance framework and ability to apply its principles proportionately.
• Experience working in developing‑country or constrained‑institution contexts, preferably in PNG or the Pacific.
• Ability to work independently as a senior adviser, facilitating stakeholder engagement without a supporting team.
