About the role
The Environment Specialist will support Surbana Jurong’s power transmission and distribution projects in Papua New Guinea, ensuring compliance with Asian Development Bank (ADB) safeguard policies and national environmental legislation. The role involves overseeing environmental management plans across multiple sites and providing technical guidance to project teams and contractors.
Key responsibilities
- Monitor implementation of Environmental Management Plans (EMP) for all sub‑projects and report to ADB semi‑annually.
- Lead review and update of Initial Environmental Examinations (IEEs) based on habitat assessments and design studies.
- Evaluate environmental impacts of transmission, distribution and substation projects and recommend sustainable design measures.
- Integrate biodiversity conservation, pollution prevention, public health, safety and cultural resource protection into project implementation.
- Support the Project Management Unit in obtaining required environmental permits and approvals.
- Review, approve and monitor contractors’ Site‑Specific Environmental Management Plans (SEMPs).
- Develop and implement environmental monitoring plans and conduct regular site inspections.
- Ensure compliance with ADB SPS (2009), national legislation and project safeguard documents.
- Provide environmental inputs to bid documents, progress reports and safeguards monitoring reports.
- Deliver training and capacity‑building to staff and contractors on environmental safeguards.
Required profile
- Post‑graduate degree in Environmental Science, Environmental Engineering or related discipline.
- Minimum 8 years experience in environmental assessment and monitoring for power transmission and distribution projects, preferably ADB‑funded.
- Strong knowledge of ADB Safeguard Policy Statement (2009) and international best practices.
- Proven experience preparing, updating and monitoring IEEs, EMPs and SEMPs.
- Experience working with utilities, government agencies and international consultants.
- Excellent stakeholder engagement, training and reporting abilities.
- Ability to work independently across multiple sites with intermittent deployment.
