Grants Compliance Manager

About the role

World Vision Papua New Guinea is seeking a Grants Compliance Manager to lead the compliance function for its Global Fund grants. The role ensures that donor and legal standards are met, risks are managed, and sub‑grantees operate within robust controls.

Key responsibilities

• Design, implement and oversee an internal control framework to prevent fraud and mismanagement.
• Lead high‑level donor inquiries, external audits and investigations as the primary contact.
• Maintain and update the risk register, ensuring effective mitigation plans.
• Advise senior leadership on compliance matters and provide solution‑oriented recommendations.
• Manage and mentor the compliance team, setting performance goals.
• Oversee the full sub‑grantee lifecycle from due diligence to close‑out, including negotiations of sub‑award agreements.
• Develop and deliver compliance resources, manuals, handbooks and training modules.
• Provide technical assistance and capacity‑building workshops to regional offices.
• Consolidate and submit accurate financial reports for the Global Fund on time.
• Represent World Vision PNG in high‑level meetings with donors, government partners and sub‑grantees.

Required profile

• Proven experience in grant compliance, risk management or related financial oversight.
• Strong knowledge of donor regulations, especially Global Fund requirements.
• Ability to lead and develop a compliance team.
• Excellent communication skills for stakeholder engagement.
• Experience negotiating sub‑award agreements and managing sub‑grantee relationships.
