Public Finance Management Expert (Gender-Responsive Budgeting)

About the role

NTU International is seeking a Non-Key Expert in Public Finance Management, including Gender‑Responsive Budgeting, to provide technical assistance for EU‑funded programmes in Papua New Guinea and the Pacific region. The assignment runs for 36 months starting 1 February 2027.

Key responsibilities

• Support the design, implementation and monitoring of public finance management reforms.
• Assist with public budgeting, expenditure management and fiscal governance processes.
• Integrate gender‑equality considerations into budgeting and financial planning.
• Conduct public finance assessments, medium‑term expenditure frameworks and programme‑based budgeting analyses.
• Provide high‑quality reports and documentation for the EU Delegation and partner‑country institutions.

Required profile

• University degree (preferably postgraduate) in economics, public finance, public administration, development economics, gender and development or a related field.
• Minimum 6 years of professional experience in developing countries on public finance management, fiscal governance or related reforms.
• Demonstrated ability to work independently in multicultural, multidisciplinary teams.
• Willingness to travel internationally and to remote areas as required.
