Rule of Law Expert

About the role

NTU International is seeking a Rule of Law Expert to provide technical assistance for EU‑funded programmes in Papua New Guinea and the wider Pacific region. The assignment runs from 1 February 2027 for 36 months and focuses on justice sector reform, access to justice, institutional strengthening and good governance.

Key responsibilities

• Support the EU Delegation in programming, implementation, monitoring, review and evaluation of development cooperation operations.
• Deliver expert advice on rule of law, justice sector reform and legal‑institutional frameworks, tailored to the Pacific context.
• Facilitate coordination and dialogue with ministries, judicial bodies, civil society and other stakeholders.
• Prepare high‑quality reports, policy briefs and strategic documents.
• Travel to remote locations within Papua New Guinea, other Pacific islands and, as needed, Timor‑Leste.

Required profile

• Post‑graduate degree in law, human rights, political science, public administration, governance or a related field.
• Minimum six years of professional experience in rule of law, justice sector reform or governance in developing‑country contexts.
• Proven ability to work independently in multidisciplinary, multicultural teams.
• Excellent written and oral communication skills, with sensitivity to cultural contexts.

Required skills

• Strong knowledge of rule of law principles, justice sector reform processes and legal‑institutional frameworks.
• Experience in drafting policy documents, reports and strategic plans.
• Capacity to conduct stakeholder consultations and build institutional capacity.
