Senior Programme Manager

About the role

The Senior Programme Manager will oversee UNOPS' portfolio of infrastructure and development projects in Papua New Guinea, ensuring delivery of outputs and outcomes in line with funder agreements and UNOPS policies. Reporting to the Country Manager, the role provides strategic guidance, risk oversight and stakeholder coordination across the programme.

Key responsibilities

• Provide strategic technical oversight and implementation guidance for the entire project portfolio, ensuring compliance with funding agreements and UNOPS standards.
• Lead portfolio work planning, performance monitoring, reporting and external communications to strengthen UNOPS’ credibility.
• Manage resource allocation, procurement and contract processes, and supervise service providers and implementing partners.
• Oversee risk, issue and change management frameworks, escalating critical matters to the Country Manager.
• Maintain senior‑level relationships with government, donors and development partners, aligning programme objectives with national priorities and the SDGs.

Required profile

• Extensive experience in programme and portfolio management within the development or infrastructure sector.
• Proven ability to engage senior government officials, donors and multilateral partners.
• Strong knowledge of UNOPS policies, donor compliance requirements and environmental, social, health and safety standards.
• Demonstrated capacity to lead multi‑disciplinary teams and drive results across complex projects.
