Senior Social Development and Gender Specialist

About the role

We are seeking a Senior Social Development and Gender Specialist to lead the integration of social safeguards into large‑scale infrastructure projects in Port Moresby. The role involves close collaboration with government agencies, World Bank officials, and community stakeholders to ensure socially responsible project delivery.

Key responsibilities

• Review and integrate social safeguards into project design, surveys, and implementation based on ESMP, ARAP, and CESMP.
• Coordinate with government departments to mobilise, update and build capacity of community‑based institutions.
• Supervise and monitor project implementation, maintaining records of social incidents and preparing monthly/quarterly reports.
• Facilitate consultations with multiple stakeholders, including vulnerable groups, on resettlement, rehabilitation, religion, and gender issues.
• Support contractors in applying CESMP requirements and ensure compliance with World Bank standards.

Required profile

• Post‑graduation degree in Sociology or a related field.
• Minimum 10 years of experience designing and implementing social assessment and development programmes for large infrastructure projects.
• At least 5 years of experience supervising project implementation and monitoring.
• Proven experience on vulnerable community, resettlement, rehabilitation, religion and gender issues, preferably on a World Bank project.
• Fluent English communication skills.
