About the role
NTU International seeks a Non-Key Expert to provide technical assistance for sustainable, resilient, and inclusive infrastructure investments in Papua New Guinea and the broader Pacific region. The assignment supports EU‑funded programmes, coordinating with the EU Delegation and local stakeholders.
Key responsibilities
- Support planning, preparation, and implementation of sustainable infrastructure projects.
- Facilitate EU programme implementation, monitoring, review, and evaluation.
- Coordinate dialogue with partner‑country institutions and other stakeholders.
- Identify and prepare infrastructure projects, including prefeasibility and feasibility studies.
- Conduct infrastructure investment planning, project appraisal, and procurement support.
- Provide expertise on climate‑resilient, green, and low‑carbon infrastructure.
- Assist with infrastructure financing, private‑sector participation, and capacity building.
Required profile
- University degree (preferably postgraduate) in civil, transport, environmental engineering, urban planning, infrastructure economics or related field.
- Excellent written and oral communication skills, with ability to draft high‑quality reports in a culturally sensitive context.
- Strong knowledge of sustainable infrastructure development in Papua New Guinea and the Pacific.
- Minimum 6 years of professional experience in developing‑country infrastructure planning, engineering, or related fields.
- Ability to work independently within multidisciplinary, multicultural teams.
- Willingness to travel internationally and to remote areas as required.
