Non-Key Expert – Gender, Human Rights & Civil Society

About the role

NTU International is seeking a Non-Key Expert to provide technical assistance for EU‑funded programmes in Papua New Guinea and the Pacific region. The role supports the EU Delegation in programming, implementation, monitoring, review and evaluation of development cooperation operations, with a focus on gender equality, human rights and civil society participation.

Key responsibilities

• Deliver technical assistance to the EU Delegation for the design and implementation of EU‑funded projects.
• Support programming, monitoring, review and evaluation of development cooperation operations.
• Facilitate coordination and dialogue with partner‑country institutions, civil society organisations and other stakeholders.
• Provide expertise on gender mainstreaming, women’s empowerment, human‑rights‑based approaches and social inclusion.
• Conduct gender and social analysis, assessments and develop action plans.
• Assist in capacity building, institutional strengthening and policy dialogue involving public authorities and civil society.

Required profile

• University degree (preferably postgraduate) in gender studies, human rights, social sciences, development studies, political science, sociology, law or related discipline.
• Minimum 6 years of professional experience in developing countries on gender equality, human rights, civil society or social inclusion.
• Strong knowledge of gender equality, human rights and civil‑society issues, preferably in Papua New Guinea or the Pacific region.
• Excellent written and oral communication skills, with proven ability to draft high‑quality documents and reports.
• Ability to work independently and within multidisciplinary, multicultural teams.
• Willingness to travel internationally and to remote areas as required.

• Experience with gender analysis, monitoring and evaluation frameworks.
• Knowledge of stakeholder consultation and participatory processes.
