About the role
The assignment supports the EU Delegation in the Pacific by providing technical assistance on gender equality, human rights, social inclusion and civil‑society engagement. Based primarily in Papua New Guinea, the expert will work on a 36‑month contract to help design, implement and evaluate EU‑funded development programmes.
Key responsibilities
- Provide technical assistance for programming, implementation, monitoring, review and evaluation of EU development cooperation operations.
- Facilitate coordination and dialogue with partner‑country institutions, civil‑society organisations and other stakeholders across Papua New Guinea and the Pacific region.
- Lead gender mainstreaming, human‑rights based approaches and social‑inclusion analyses, producing assessments and action plans.
- Support capacity‑building and institutional strengthening activities for public authorities and civil‑society actors.
- Conduct stakeholder consultations, policy dialogue and participatory processes.
- Monitor and evaluate gender, human‑rights and civil‑society programmes and report findings.
Required profile
- University degree (preferably postgraduate) in gender studies, human rights, social sciences, development studies, law or a related discipline.
- Minimum six years of professional experience in developing countries on gender equality, human rights, civil‑society strengthening or social inclusion.
- Strong knowledge of gender equality and human‑rights issues, preferably contextualised to Papua New Guinea and the Pacific.
- Proven ability to work independently and within multidisciplinary, multicultural teams.
- Excellent written and oral communication skills, with experience drafting high‑quality reports.
- Willingness and ability to travel internationally and to remote areas as required.
