About the role
The International Rescue Committee seeks an experienced consultant to strengthen Emergency Obstetric and Newborn Care (EmONC) and Postpartum Hemorrhage (PPH) management in Papua New Guinea. The role focuses on reviewing current practices, identifying gaps, and supporting the integration of WHO‑recommended interventions into national guidelines and training packages.
Key responsibilities
- Conduct a comprehensive review of EmONC services and PPH management across PNG.
- Identify system, policy, and supply‑chain gaps that limit the uptake of evidence‑based interventions.
- Assess the use and barriers to WHO‑recommended products such as heat‑stable carbetocin, tranexamic acid, calibrated drapes, and misoprostol.
- Develop actionable recommendations and support the incorporation of new detection and treatment protocols into training curricula and national guidelines.
- Collaborate with UNFPA, UNICEF, WHO, and local health authorities to align efforts and ensure sustainability.
Required profile
- Advanced degree in public health, maternal health, health systems, or a related field.
- Proven experience in emergency obstetric and newborn care in low‑resource or humanitarian settings.
- Demonstrated ability to conduct policy and systems analyses and produce clear, actionable recommendations.
- Familiarity with the health context of Papua New Guinea is an advantage.
Required skills
- Knowledge of heat‑stable carbetocin.
- Knowledge of tranexamic acid.
- Knowledge of calibrated drapes for objective blood‑loss measurement.
- Knowledge of misoprostol for PPH prevention.
