Senior Social Development and Gender Specialist

About the role

The Senior Social Development and Gender Specialist will lead the integration of social safeguards into large‑scale infrastructure projects. Reporting to the project team, the specialist ensures that community, gender and vulnerable‑group considerations are embedded throughout design, implementation and monitoring phases.

Key responsibilities

• Review and integrate social safeguards into project designs, surveys, and contracts based on ESMP/ARAP, CESMP and work contracts.
• Coordinate with government departments to mobilise, update and build capacity of community‑based institutions.
• Lead stakeholder consultations, especially on resettlement, rehabilitation, religion and gender issues.
• Supervise and monitor implementation of ARAP and CESMP, maintaining records of social incidents and preparing monthly/quarterly reports.
• Liaise with World Bank PNG (WPNG), relevant PNG government line departments and World Bank officials.
• Support contractors in complying with social safeguards and assist in capacity‑building activities.

Required profile

• Post‑graduation degree in Sociology or a related field.
• Minimum 10 years of experience designing and implementing social assessments and development programmes for large‑scale infrastructure projects.
• At least 5 years of experience supervising project implementation and monitoring.
• Demonstrated experience on vulnerable‑community, resettlement, rehabilitation, religion and gender issues, preferably on a World Bank project.
• Fluent English communication skills.
