Trade & Business Climate Expert – Non-Key Consultant

About the role

NTU International is seeking a Non-Key Expert in Trade & Business Climate to support EU‑funded technical assistance for Papua New Guinea and other Pacific Island Countries. The assignment runs for 36 months starting February 2027 and involves providing strategic advice, drafting reports, and facilitating dialogue with local stakeholders.

Key responsibilities

• Assist the EU Delegation in programming, implementing, monitoring, reviewing and evaluating trade‑related development programmes.
• Conduct trade policy analysis, market access studies and value‑chain assessments.
• Support business‑environment reforms, investment‑climate improvements and private‑sector development initiatives.
• Facilitate public‑private dialogue, stakeholder engagement and capacity‑building activities.
• Travel to Papua New Guinea, other Pacific locations and, when required, Timor‑Leste for field missions.

Required profile

• University degree (preferably postgraduate) in economics, international trade, development economics, public policy or a related field.
• Minimum six years of professional experience in trade, business climate or private‑sector development in developing‑country contexts.
• Proven ability to produce high‑quality written reports and communicate effectively across cultures.
• Experience working in Papua New Guinea or the broader Pacific region is highly valued.
