National Programme Specialist – Emergency & Resilience

About the role
The FAO Papua New Guinea Country Office is seeking a National Programme Specialist to lead emergency preparedness, disaster risk reduction and resilience programming across the country. The role will coordinate multi‑hazard responses, support vulnerable agricultural livelihoods and ensure alignment with FAO’s strategic priorities.
Key responsibilities
- Support the full project cycle of emergency and resilience programmes, from concept note development to financial monitoring and reporting.
- Coordinate multi‑hazard emergency responses (cyclones, floods, droughts, biosecurity threats) and provide technical advice to government, NGOs and UN partners.
- Represent FAO in inter‑agency forums, maintain relationships with donors and contribute to resource mobilisation such as CERF appeals.
- Lead field assessments, damage‑and‑loss assessments and the distribution of drought‑tolerant seeds, livestock feed and water‑harvesting tools.
- Monitor the Food Security Cluster’s El Niño Plan of Action, track the Combined Drought Index and trigger anticipatory actions.
- Prepare high‑quality briefs, crisis communication materials and reports for stakeholders and donors.
Required profile
- University degree in agriculture, development studies, disaster risk management, food security, veterinary sciences, public health or a related field.
- Minimum five years of progressively responsible experience in emergency response, DRR, resilience programming or agricultural development.
- Working knowledge of English; knowledge of Tok Pisin is an asset.
- National of Papua New Guinea or holder of a valid work permit.
