Operations and Project Manager (Telecom & Infrastructure)

About the role

KTowers PNG Limited is seeking an experienced Operations and Project Manager to lead technical operations, manage the Network Operations Center (NOC), and deliver multiple telecom, infrastructure, power and managed‑service projects in Port Moresby.

Key responsibilities

• Lead the technical operations team, field activities, managed services and maintenance programmes to meet availability, quality and SLA targets.
• Manage the NOC, including real‑time monitoring, alarm handling, incident escalation, ticketing, restoration performance, KPI/SLA tracking and operational reporting.
• Deliver projects from initiation through planning, execution, commissioning, customer acceptance, handover and close‑out, controlling scope, schedule, budget, quality, resources and risk.
• Oversee telecom site builds covering civil works, towers, power systems, transmission, equipment installation, testing and commissioning.
• Mentor and allocate engineers, technicians, NOC personnel and support resources, establishing clear KPIs and competency development.
• Monitor site power and infrastructure performance, including grid, generators, solar, batteries, hybrid systems and fuel consumption.
• Manage operational and project budgets, cost performance and support procurement with technical specifications and BOQs.
• Act as key interface with customers, suppliers, subcontractors, government agencies and technology partners to ensure contractual, regulatory, HSE and acceptance requirements are met.

Required profile

• Proven experience leading technical operations teams in telecom or related infrastructure environments.
• Demonstrated ability to manage NOC activities and oversee site construction and commissioning.
• Strong capability to control budgets, cost performance and stakeholder relationships.
