Rule of Law Expert – Non‑Key Consultant

About the role

NTU International is seeking a seasoned Rule of Law Expert to provide technical assistance for EU‑funded programmes in Papua New Guinea and the wider Pacific region. The assignment runs for 36 months, starting 1 February 2027, and involves supporting the EU Delegation in programming, implementation, monitoring and evaluation of development cooperation operations.

Key responsibilities

• Deliver technical assistance on rule of law, justice sector reform, access to justice and institutional strengthening.
• Support the EU Delegation with programme design, implementation, monitoring, review and evaluation.
• Facilitate coordination and dialogue with ministries, judicial bodies, civil society and other stakeholders.
• Prepare high‑quality reports, policy briefs and strategic documents.
• Travel to remote locations in Papua New Guinea, other Pacific islands and, as needed, Timor‑Leste.

Required profile

• Post‑graduate degree in law, human rights, political science, public administration, governance, international relations or a related field.
• Minimum six years of professional experience in developing‑country contexts, focusing on rule of law, justice sector reform or governance.
• Proven ability to work independently and within multidisciplinary, multicultural teams.
• Excellent written and oral communication skills, with sensitivity to cultural contexts.
• Willingness and ability to travel internationally and to remote areas.
