Senior Environment Specialist

About the role

The Senior Environment Specialist will join the Environment & Social unit of the consultant, working closely with the World Bank PNG (WPNG) team and the project contractor. The role focuses on preparing and reviewing Environmental and Social Management Plans (ESMP/CESMP), monitoring ESHS compliance, and advising the Project Head on safeguard implementation.

Key responsibilities

• Prepare and update ESMPs and review contractors' CESMPs.
• Integrate ESHS requirements into bidding documents and supervise their implementation on‑site.
• Coordinate with statutory agencies, World Bank representatives, and government departments to secure regulatory clearances.
• Maintain a database of ESHS incidents, produce monthly/quarterly reports, and follow up on corrective actions.
• Provide technical guidance to WPNG and assist contractors in meeting safeguard obligations.

Required profile

• Graduation in Civil Engineering or equivalent and post‑graduation in Environmental Engineering, Environmental Science or Management.
• Minimum 10 years overall experience, including at least 5 years in Environment & Social Impact Assessment for large‑scale infrastructure, preferably water resources.
• At least one World Bank‑funded project in the last five years.
• Minimum 5 years of ESHS implementation and monitoring for large linear projects.
• Strong knowledge of World Bank safeguard policies, natural habitats, pest management and cultural resources.
