Sustainable Infrastructure Development Expert

About the role

NTU International seeks a Non‑Key Expert to provide technical assistance for sustainable, resilient and inclusive infrastructure investments in Papua New Guinea and the broader Pacific region. The expert will support EU‑funded programmes, working closely with the EU Delegation and local partners.

Key responsibilities

• Assist in planning, preparation and implementation of sustainable infrastructure projects.
• Conduct feasibility and prefeasibility studies, project identification and appraisal.
• Provide technical support for climate‑resilient, green and low‑carbon infrastructure design.
• Support infrastructure financing, private‑sector participation and procurement processes.
• Facilitate coordination and dialogue with partner‑country institutions and stakeholders.
• Travel to remote sites across Papua New Guinea, the Pacific islands and, when required, Timor‑Leste.

Required profile

• Post‑graduate degree in civil, transport, environmental engineering, urban planning, infrastructure economics or related field.
• Minimum 6 years of professional experience in infrastructure development in developing countries.
• Excellent written and oral communication skills, with ability to produce high‑quality reports.
• Strong knowledge of sustainable infrastructure in the Pacific context.
• Proven ability to work independently within multidisciplinary, multicultural teams.
