Elections and Inclusive Governance Specialist (International Consultant)
UN Women · Port Moresby
Job description
About the role
UN Women Papua New Guinea is recruiting an international consultant to provide technical assistance and coordination support to government and civil society partners implementing its inclusive governance and election portfolio. The consultant reports directly to the Country Representative, with day-to-day oversight by the Deputy Country Representative. The role strengthens national ownership and institutional capacity, ensures complementarity between governance, women's political leadership and peaceful elections interventions, and supports planning, implementation, monitoring, reporting and learning.
Key responsibilities
- Deliverables and planning: turn approved project documents, results frameworks, workplans, budgets and partner agreements into a sequenced implementation plan, and maintain an action tracker, risk log, stakeholder map and programme calendar.
- Support the preparation and technical review of concept notes, activity plans, terms of reference, procurement and travel inputs, partner workplans, budgets and training packages.
- Coordinate with UNDP, OHCHR, the Resident Coordinator's Office, government counterparts and partners to avoid duplication and inconsistent messaging, and support inclusive workshops, trainings and missions.
- Provide technical support to partners, including curricula and facilitator materials, participant selection, mentoring and alumni arrangements, and support DFCDR/ODW and NCW to strengthen their coordination, governance and monitoring capacities.
- Support legal and policy reform and advocacy, and strengthen links among women leaders, prospective candidates, young women and women's coalitions before and after the 2027 elections.
- Support DFCDR for the Triennial Conference of Pacific Women and the Meeting of Pacific Ministers for Women, including side events, documentation and follow-up.
- Help partners establish and run a single, integrated Peaceful Elections Situation Room (PESR), including protocols, incident classification, gender and conflict analysis, and readiness reviews.
