Senior Grants Procurement Manager

About the role

Abt Global implements seven Australian Government programs in Papua New Guinea, including the PNG-Australia Transition to Health (PATH) program. The Senior Grants and Procurement Manager reports to the Country Manager and leads the Grants Management, Fraud Compliance and Procurement teams, applying grants, fraud compliance and procurement principles across Abt PNG. The role supervises 10-15 staff and works with Team Leads, Operations Leads, Program Managers and Shared Services Managers. It starts in January 2026, with a contract lasting up to 2028 and possible extension.

Key responsibilities

• Lead and supervise the three teams, including performance reviews, capacity building and team cohesion
• Advise programs on grants, fraud compliance and procurement so they comply with the Commonwealth Grant Rules, Commonwealth Procurement Rules and the Commonwealth Fraud and Corruption Control Framework
• Manage grant awards, review award documents and contract variations, and oversee grant budget reviews, financial report acquittals, audit reviews and close-out
• Supervise the Fraud Manager on fraud risk ratings, medium/high risk assessments, spot-checks and fraud prevention training
• Oversee procurement planning, risk assessment, market approaches, evaluation and supplier contracting
• Work with Contracts and Finance to streamline procurement workflows and engage with grant partners and suppliers
• Report regularly to the Country Manager and develop SMART KPIs for the teams

Required profile

• Postgraduate qualification in law, social sciences, management, accounting, finance or a related discipline
• 10+ years of senior management experience establishing and running grant programs funded by international organisations, with strategic grants management advice, especially in PNG
• Proven stakeholder engagement with government, INGOs, universities, the private sector and civil society organisations
• Ability to work independently and in teams, handle multiple projects and communicate at a high level

Required skills

• End-to-end grant management and knowledge of the Commonwealth Grant Rules and Guidelines
• Procurement in complex large programs, including the Commonwealth Procurement Rules
• Fraud risk management under the Commonwealth Fraud and Corruption Control Framework
