About the role
NTU International is seeking a Non‑Key Expert in Sustainable Infrastructure Development to provide technical assistance for EU‑funded programmes in Papua New Guinea and the wider Pacific region. The expert will support the planning, preparation and implementation of resilient, inclusive infrastructure investments over a 36‑month contract starting February 2027.
Key responsibilities
- Assist the EU Delegation in programming, monitoring and evaluating development cooperation operations related to infrastructure.
- Identify, appraise and prepare sustainable infrastructure projects, including prefeasibility and feasibility studies.
- Develop climate‑resilient, green and low‑carbon infrastructure solutions across transport, energy, water, sanitation and municipal sectors.
- Support infrastructure financing strategies, private‑sector participation and procurement processes.
- Provide capacity‑building and institutional strengthening to partner‑country agencies and stakeholders.
- Travel to Papua New Guinea and, as required, to other Pacific islands or Timor‑Leste for field missions.
Required profile
- University degree (preferably postgraduate) in civil, transport, environmental engineering, urban planning, infrastructure economics or a related field.
- Minimum six years of professional experience in infrastructure development within developing countries.
- Proven ability to produce high‑quality reports and communicate effectively in multicultural settings.
- Willingness to work independently and as part of multidisciplinary teams.
