Resettlement Specialist – Infrastructure Projects

About the role

SMEC is seeking a Resettlement Specialist to lead the preparation and implementation of land acquisition and involuntary resettlement activities for major road and highway projects in Papua New Guinea. The role will work closely with project teams, local authorities and affected communities to ensure compliance with safeguard instruments and successful project delivery.

Key responsibilities

• Develop and implement Resettlement Action Plans (RAP) and Land Acquisition and Resettlement Action Plans (LARAP) in line with World Bank and other MDB guidelines.
• Identify Project Affected Persons, vulnerable households and affected assets.
• Support land acquisition processes and oversee resettlement activities throughout project execution.
• Coordinate with stakeholders to address concerns and monitor implementation progress.

Required profile

• Bachelor’s degree in Civil Engineering, Water Resources Engineering, Hydrology or a related discipline (Master’s preferred).
• Minimum five years’ experience in involuntary resettlement, preferably on transport infrastructure projects funded by multilateral development banks.
• Strong command of English communication.
