Sustainable Infrastructure Development Expert

About the role

NTU International is seeking a Non-Key Expert to provide technical assistance for sustainable, resilient and inclusive infrastructure investments across Papua New Guinea and the wider Pacific region. The role supports EU‑funded programmes by guiding planning, preparation and implementation of infrastructure projects.

Key responsibilities

• Assist the EU Delegation in programming, monitoring and evaluating development cooperation operations.
• Identify, prepare and appraise infrastructure projects in transport, energy, water, sanitation and municipal sectors.
• Conduct prefeasibility and feasibility studies, including climate‑resilient and low‑carbon design assessments.
• Support procurement processes, financing arrangements and private‑sector participation.
• Provide capacity‑building and institutional strengthening for local partners.
• Travel to remote sites in Papua New Guinea, other Pacific islands and, when required, Timor‑Leste.

Required profile

• University degree (preferably postgraduate) in civil, transport, environmental engineering, urban planning, infrastructure economics or related field.
• Minimum 6 years of professional experience in infrastructure development within developing countries.
• Strong written and oral communication skills, with ability to produce high‑quality reports.
• Proven ability to work independently and within multicultural, multidisciplinary teams.
