Finance Technical Officer – Central Provincial Health Authority

About the role

The Finance Technical Officer will support the Finance Manager in leading the CPHA Finance Unit and implementing system‑strengthening initiatives for the AIHSS2 program. This 12‑month full‑time position is based in Port Moresby and is open to PNG citizens only.

Key responsibilities

• Assist in managing AIHSS2 program funds under the HSIP Trust Account.
• Support implementation of Public Financial Management (PFM) corrective actions and develop internal policies and procedures.
• Provide capacity development through coaching, mentoring and on‑the‑job training for finance staff.
• Conduct trainings on fraud and risk management, budget tracking and financial reporting.
• Maintain revenue and expenditure ledgers for the AIHSS2 program in IFMS and manually.
• Prepare and submit monthly expenditure reports, quarterly financial reports and cash plans.
• Ensure compliance with PFM, GoPNG General Orders and HSIP principles in all transactions.

Required profile

• PNG citizenship.
• Experience in public financial management and health sector finance.
• Ability to work collaboratively with senior executive management and external auditors.

Required skills

• Proficiency with Integrated Financial Management System (IFMS).
• Financial reporting and budget tracking.
• Risk management and fraud control.
