About the role
NTU International is seeking a Non‑Key Expert in Sustainable Infrastructure Development to provide technical assistance for EU‑funded programmes in Papua New Guinea and the wider Pacific region. The assignment runs for 36 months starting 1 February 2027 and focuses on planning, preparing and implementing resilient, inclusive infrastructure projects.
Key responsibilities
- Support the EU Delegation in programming, implementation, monitoring and evaluation of development cooperation operations.
- Identify, prepare and appraise sustainable infrastructure projects across transport, energy, water, sanitation and municipal sectors.
- Conduct prefeasibility, feasibility and climate‑resilience studies, ensuring environmental and social sustainability.
- Assist in procurement, financing arrangements and private‑sector participation.
- Provide capacity‑building and institutional strengthening to partner‑country institutions.
- Travel to remote locations in Papua New Guinea, other Pacific islands and, as needed, Timor‑Leste.
Required profile
- Post‑graduate university degree in civil, infrastructure, transport, environmental engineering, urban planning, infrastructure economics or a related field.
- Minimum 6 years of professional experience in infrastructure development within developing countries.
- Strong knowledge of sustainable, climate‑resilient infrastructure in the Pacific context.
- Proven ability to produce high‑quality reports and communicate effectively in multicultural settings.
- Capacity to work independently and within multidisciplinary teams.
