Finance Technical Officer – Central Provincial Health Authority

About the role

The Finance Technical Officer will support the Finance Manager in leading the CPHA Finance Unit, implementing system‑strengthening initiatives under the AIHSS2 programme and providing financial advisory to senior management. This role focuses on oversight of programme funds, capacity development and compliance with public financial management standards.

Key responsibilities

• Assist in managing AIHSS2 programme funds held in the HSIP Trust Account.
• Support implementation of the PFM Corrective Action Plan and develop internal policies and procedures as directed.
• Provide coaching, mentoring and on‑the‑job training to finance staff.
• Conduct trainings on fraud and risk management, budget and expenditure tracking, and financial reporting.
• Ensure compliance with GoPNG General Orders, HSIP principles and PFM rules for all transactions.
• Maintain revenue and expenditure ledgers for AIHSS2 in the IFMS and manually.
• Prepare and submit monthly expenditure reports, transaction listings, quarterly financial reports and cash plans.
• Support timely acquittals to AIHSS2 Grant Managers before release of further funding.

Required profile

• Open to PNG citizens only.
• Experience in public financial management and audit follow‑up.
• Ability to coach and mentor finance staff.
• Strong understanding of risk, fraud control and cash management.
