About the role
The Asian Development Bank is seeking a Financial Management Specialist to join its Financial Management Division in Port Moresby, Papua New Guinea. The specialist will provide technical advisory, knowledge sharing, and capacity‑building support to strengthen project financial management and financial due diligence across ADB’s operations.
Key responsibilities
- Provide technical guidance, analysis and advice on financial management and financial due diligence for sovereign operations, following ADB policies and procedures.
- Develop and update financial management guidelines, procedures and internal review processes for Audited Project Financial Statements (APFS) and Audited Entity Financial Statements (AEFS), supporting automation and digitalisation.
- Conduct financial due diligence, assessing implementing agencies, financing plans, viability, covenants, risk‑mitigation measures and reporting arrangements.
- Deliver financial management support throughout project processing, implementation and technical assistance to ensure sustainability and compliance with international accounting and auditing standards.
- Review APFS/AEFS, validate audit recommendations and ensure quality control of financial inputs in operational documents and presentations.
- Design and deliver capacity‑building and knowledge‑sharing programmes for clients and staff, and manage performance of junior team members and consultants.
Required profile
- Proven experience in financial management and financial due diligence for sovereign or development projects.
- Familiarity with ADB policies, international accounting and auditing standards, and public‑sector finance.
- Ability to develop guidelines, procedures and support digitalisation initiatives.
- Willingness to relocate to Papua New Guinea for an initial three‑year assignment.
- Strong analytical and communication skills to work with senior ADB officials and external partners.
