Non-Key Expert – Trade & Business Climate (Consultant)

About the role

NTU International is seeking a qualified Non-Key Expert to provide technical assistance on trade development, investment climate, and private‑sector reforms for EU‑funded programmes in Papua New Guinea and the wider Pacific region. The assignment runs for 36 months starting 1 February 2027.

Key responsibilities

• Support the EU Delegation in programming, implementing, monitoring and evaluating trade‑related development projects.
• Conduct trade policy analysis, market‑access studies and value‑chain assessments.
• Advise on business‑environment reforms, investment‑climate improvements and SME development.
• Facilitate public‑private dialogue and stakeholder engagement across Pacific partner countries.
• Provide capacity‑building and institutional‑strengthening support to local authorities.

Required profile

• University degree (post‑graduate preferred) in economics, international trade, development studies, public policy or related field.
• Minimum 6 years of professional experience in trade, business climate or private‑sector development in developing‑country contexts.
• Proven ability to produce high‑quality reports and communicate effectively in multicultural settings.
• Willingness to travel internationally and to remote locations as required.

Required skills

• Strong knowledge of trade policy, trade facilitation and market‑access mechanisms.
• Experience with business‑environment reforms, investment‑climate analysis and SME support.
• Ability to conduct value‑chain and market analyses.
