Public Finance Management Expert (Gender-Responsive Budgeting)

About the role

NTU International is seeking a Non-Key Expert in Public Finance Management, including gender‑responsive budgeting, to provide technical assistance for EU‑funded programmes in Papua New Guinea and the Pacific region. The assignment runs for 36 months starting 1 February 2027 and involves supporting the EU Delegation in programme design, implementation, monitoring and evaluation.

Key responsibilities

• Conduct public finance management (PFM) reforms and assessments.
• Support budget preparation, execution, monitoring and reporting, including medium‑term expenditure frameworks and programme‑based budgeting.
• Perform public expenditure analysis and expenditure reviews.
• Integrate gender‑responsive budgeting and gender equality considerations into public planning and budgeting processes.
• Enhance fiscal transparency, accountability and public financial governance.
• Provide high‑quality written reports and documentation in a culturally sensitive context.

Required profile

• University degree (preferably postgraduate) in economics, public finance, public administration, development economics, gender and development or a related field.
• Minimum 6 years of professional experience in developing countries on public finance management, fiscal governance or public sector reform.
• Strong knowledge of PFM in Papua New Guinea or the Pacific region.
• Proven ability to work independently and within multidisciplinary, multicultural teams.
• Willingness to travel internationally and to remote locations as required.
