About the role
NTU International is seeking a Non‑Key Expert to provide technical assistance for EU‑funded sustainable infrastructure programmes in Papua New Guinea and the wider Pacific region. The expert will support planning, preparation and implementation of resilient, inclusive infrastructure investments.
Key responsibilities
- Assist the EU Delegation in programming, implementation, monitoring, review and evaluation of development cooperation operations.
- Identify and prepare infrastructure projects, conduct prefeasibility and feasibility studies, and perform investment appraisal.
- Develop climate‑resilient, green and low‑carbon infrastructure solutions across transport, energy, water, sanitation and municipal sectors.
- Provide guidance on infrastructure maintenance, asset management, and environmental and social sustainability assessments.
- Support financing strategies, private‑sector participation, procurement processes and project implementation.
- Strengthen institutional capacity and deliver training to partner‑country stakeholders.
- Travel internationally and to remote locations as required to deliver technical assistance.
Required profile
- University degree (preferably postgraduate) in civil, infrastructure, transport, environmental engineering, urban/regional planning, infrastructure economics or a related field.
- Minimum 6 years of professional experience in developing‑country infrastructure planning, sustainable infrastructure, or related sectors.
- Excellent written and oral communication skills, with ability to produce high‑quality reports in culturally sensitive contexts.
- Proven ability to work independently and within multidisciplinary, multicultural teams.
- Willingness and ability to travel to remote areas in the Pacific region.
