Trade & Business Climate Non-Key Expert (Consultant)

About the role

NTU International seeks a Non-Key Expert to provide technical assistance on trade development, investment climate, and private‑sector reforms for EU‑funded programmes in Papua New Guinea and the Pacific region. The assignment runs for 36 months, starting 1 February 2027, and involves close collaboration with the EU Delegation and local stakeholders.

Key responsibilities

• Support the design, implementation, monitoring and evaluation of trade‑related programmes.
• Conduct trade policy analysis, market‑access studies and value‑chain assessments.
• Advise on business‑environment reforms, SME development and investment promotion.
• Facilitate public‑private dialogue and stakeholder engagement across the Pacific.
• Prepare high‑quality reports, policy briefs and technical documents.
• Provide capacity‑building and institutional‑strengthening support to partner‑country institutions.

Required profile

• University degree (preferably postgraduate) in economics, international trade, development studies or related field.
• Minimum six years of professional experience in trade, business climate or private‑sector development in developing‑country contexts.
• Demonstrated knowledge of Papua New Guinea and Pacific‑region trade issues.
• Excellent written and oral communication skills, with ability to work independently in multicultural teams.
• Willingness to travel internationally and to remote locations as required.
